In an interview with Marvel.com Duggan said:

Shiklah managed to become an important figure in Deadpool and now we’re exploring her as a solo female lead and it’s been a lot of fun. She finds herself in a difficult position at the top of MRS. DEADPOOL AND THE HOWLING COMMANDOS.
